This ZIP packs three completely different building types into a small area, and each one fails in its own way. A high-rise condo, a 1990s townhome, and a large River Oaks house are not the same job even when the symptom sounds identical on the phone.

Condos and high-rises

Condo HVAC is constrained before anyone picks up a wrench. The air handler is usually in a closet with just enough clearance to open the door, the condenser may sit on a balcony or a shared roof deck, and the refrigerant lines run through a vertical chase you cannot inspect.

The practical issues we run into most:

Building access and rules. Many buildings require scheduling with the management office, proof of insurance, and service through a loading dock rather than the front door. Worth checking before you book anyone, ours included.
Condensate. A clogged drain in a mid-floor unit does not just shut the system off, it drips into the unit below. The float safety switch is the only thing preventing an expensive neighbor conversation, and it needs testing.
Shared equipment. In some buildings the cooling tower or loop is building-owned, which changes what is yours to fix and what belongs to the HOA.

The larger homes

River Oaks houses commonly run three or more zoned systems, and zoning is where most of the comfort complaints come from. A failed damper motor or a dead zone board will make one wing of the house unusable while everything else reads fine, and it presents as a vague "the AC is not working right" rather than an obvious breakdown. Diagnosing it means testing the zone controls, not just the equipment.

If one room is wrong, suspect controls before equipment. When the rest of the house is comfortable, the compressor is almost never the problem. Dampers, zone boards, and thermostat wiring are cheaper to fix and are where the fault usually is.

Townhomes in Upper Kirby

The three-story townhome problem shows up here the same way it does in Midtown and Montrose: the top floor never cools because heat rises and the thermostat is on the second floor. That is usually balancing or zoning, not a system that needs replacing.
